Each level of the hobbies will unlock a reward system, this will allow your Sims to do interesting things. These levels are available to all hobbies and will help increase your Sims enthusiasm, which in the end will help promote your Hobby Level:
LEVEL 1 - Talk About
When your Sim reaches their first enthusiasm level they will be allowed a new interaction called "Talk about Hobby", this will allow them to talk to their family and friends about their interests
LEVEL 2 - Newspaper Section
When you reach this level your Sim will be allowed to read a special section in the local Newspaper. This will allow them to read about their passions. These are the newspaper sections that are available for your Sims in the Newspaper:

LEVEL 4 - BROWSE WEB
After your Sims have spent much time working at their hobby, they will want to sit down and browse the Internet. With this new interaction your Sims can now browse the Web and find all new cool and interesting sites and communities to join which are related to their hobby.
LEVEL 6 - Give Tips
Your Sims can now help their fellow Sims by giving them tips on how to improve their hobby. This interaction is unlocked when your Sims reaches the 6th Hobby level.
LEVEL 7 - Blog About
Your Sims have now become to interested in their Hobbies that reading no longer satisfies their needs. They now need to start posting about their Hobby. This new feature is available at the computer, by accessing it the same way you would any other interaction.
LEVEL 9 - Instruct
This level will allow Your Sims to now instruct other Sims. This will help you and the other Sim in achieving Level 10. Although this may seem easy, there are however a few conditions:
The Sims you wish to instruct needs to have done something for that hobby, even if they have not yet archived. To find out if they have, you can click on them and see if the interaction for "Instruct" is present, if they have not yet done anything for that hobby - you can then command that Sim to do something minor for that hobby and this will then allow your Sim to instruct him.
Sims who are Level 7 or Higher can not receive instructions.
Hobby Leaders are the only Sims who can instruct a Sims who is above level 7, if for some reason that Sims were to be married/joined they will then forfeit this privilege and will only be able to instruct Sims who are Level 6 and below.
LEVEL 10 - THE ZONE
Once a Sim has mastered a hobby they can then enter what is known as THE ZONE, this will allow Sims to endure hobbies for much longer. This will also cause your Sims needs (Hunger, Blander, Fun ... ) decrease much slower.
Sims who are in THE ZONE and who are using a specific object related to that hobby will experience special visual and audio effects. These can only be seen/heard when the Sim is selected. This is a rare peek into the inner feelings of your Sims.
Here are some of the visual and audio effects your Sims will be able to experience:

Ballet Barre
Sims hear ballet music, cheering and applause and they bathe in a glow of imaginary spotlight.
Basketball Hoop & Soccer Net
Sims hear crowd reaction every time they hit or miss a shot.
Music Hobby
Sim hears cheering and applause, and they bathe in a glow of imaginary spotlight. When playing piano and violin they will change into their appropriate Formal wear before plating.
Reading Novels
When reading a book, the Sims will hear the music related to that genre of book.
